Governments have limited budgets, and some people argue that money given to the arts would be better spent on hospitals and schools. While I accept that essential services must come first, I disagree with the idea that the arts deserve no public funding at all.
It is easy to understand why many taxpayers hold this view. When patients are waiting months for treatment and classrooms are overcrowded, paying for an opera house can look like a luxury. Health care and education affect everyone, whereas only a minority of people regularly attend the theatre or a concert. From this point of view, the arts should survive on ticket sales and private donations.
Nevertheless, I believe this argument overlooks what the arts contribute. Firstly, they are part of a country's identity. Traditional music, national theatres and museums preserve a culture that would otherwise fade, and without support many of them could not cover their costs. Secondly, the arts bring in money. Festivals and galleries attract tourists, who spend in hotels and restaurants, and the creative industries employ large numbers of people. Finally, subsidies keep ticket prices low, so that culture is not reserved for the wealthy.
It is also worth remembering how small the sums involved are. In most countries, arts funding is a tiny fraction of the health budget, so cutting it completely would make almost no difference to waiting times, while the damage to cultural life would be considerable.
In conclusion, although public services should remain the priority, I do not agree that governments should stop funding the arts. A modest level of support is affordable and brings cultural, social and economic benefits.
