IELTS Writing Task 2: Free museums

Museums and art galleries are important for education and culture, but people disagree about whether visitors should have to pay to enter them. While some argue that they should be free for everyone, others believe that charging visitors is necessary. In my opinion, core collections should generally be free, but charging for special exhibitions is reasonable.

Those who support free entry argue that museums belong to everyone and that culture should not depend on income. When entry is free, families on low incomes, students and schoolchildren are more likely to visit, and people can return many times to learn at their own pace. In the United Kingdom, visitor numbers at national museums rose sharply after entry charges were removed in 2001, which suggests that price is a real barrier for many people.

On the other hand, supporters of entry charges point out that museums are expensive to run. Buildings must be maintained, valuable objects must be protected, and staff must be paid. If visitors do not pay, the money must come from taxes or donations, and when budgets are cut, museums may have to reduce their opening hours or close galleries. It could also be argued that tourists, who make up a large proportion of visitors in many cities, should contribute to the cost.

I believe a balanced approach is best. Permanent collections should be free, so that everyone has access to their national heritage, while museums could charge for temporary exhibitions and ask for voluntary donations. This combination keeps culture accessible while still raising income.

In conclusion, there are good arguments on both sides, but free entry to permanent collections, combined with charges for special exhibitions, offers the best balance between access and funding.
